Error on accessing chinese files

I exchange many emails with asia companies.
When I try to open a file with extended chars in its filename (e.g. chinese chars "读我.txt"), Win32Pad give me an error that "the syntax of path/filename is incorrect!".

If you will fix it, Win32Pad will be my excellent substitute of M$ notepad!
