Win32Whois 0.3

here is another relase of Win32Whois. This version adds on to the improvements that were done in previous release.

It has a rather simplistic command-line support. (enter domain or IP address on the command line and it will try to retrieve the whois information).

Another new feature is support for IP addresses. Enter an IP address and get the hostname if available and other information.

Also added is supported for the long number encoding of IP addresses. (more forms of encoding will be supported in later releases).
