Win32Whois 0.4

Here is long awaited bug fix release of Win32Whois. It fixes the problem of parsing command-line. At this point win32whois only takes an IP or domain on the command-line, but this will be extended in future versions. I have also updated the TLD list, added a bunch of Top Level Domains and fixed a few listed whois servers.
