Win32Whois 0.9.11

Here is something I've been working on for a while. It has a lot of updates including experimental RWhois support. Unfortunately RWhois is a bit outdated at least for me. I also went and did a huge update of TLDs.

Changes since 0.9.10:
+ Added optional RWhois support (Experimental).
x Fixed Proxy dialog handling. It should be modal now and should use proper font.
x Huge update of internal TLDs.
