Win32Pad 1.0.14.8

Actually I have to thank John D. for telling me that something was whacky with "GotoLine #" feature. So i took a careful look at it and fixed it. The fix was rather something really simple so I went and backported it to our stable series.

I have tested Win32Pad against >1500000 (that's 1.5 mil) lines and using GotoLine # to scroll through the file.
