Win32Pad 1.0.14.2

Let's try this fix again, apparently the code that I was using worked only on Win98 and Win2000. It was a better fix for the current problem, but since it did cause people some grief here is a workaround that should solve the case where short form of the filename appears in the "Save As" dialog.

P.S. I was going to upload this stuff over the weekend, but my DSL connection was rather flaky. Still haven't figured out why I had noise on my phone line.
